Hon'ble Justice Shri. R. M. Borde, Judge (Retd.), High Court of Bombay at Mumbai

Born on 11th August,1957. Completed B.A. from Marathwada University and LL.B. From ILS Law College, Pune. He enrolled as an Advocate on 29th October, 1980 and joined the Chamber of his father, a distinguished Advocate practicing on criminal side, late Shri Manoharrao Borde, at Beed.

On establishment of the Bench of Bombay High Court at Aurangabad, shifted to Aurangabad in November, 1981 and joined the chamber of Honourable Mr. Justice A. B. Naik, as a junior and was associated with him for a period of five years. Conducted various types of civil and criminal matters as well as constitutional matters including service and cooperative cases. Represented Zilla Parishad, Parbhani, Municipal Council, Beed, Municipal Council, Kopargaon, Municipal Council, dharur and several other local bodies.

Also represented Maharashtra Tourism Development Corporation and the Central Council of Homeopathy as well as the Maharashtra Public Service Commission. Was Secretary of the Bar Association, High Court Bench at Aurangabad during the period 1991-92. Has also rendered services as Part time Lecturer in M.P. Law College, Aurangabad for a period of two years. His Lordship retired as a Judge of the High Court of Bombay at Mumbai.

Prof. (Dr.) Ranbir Singh

Former Vice-Chancellor, National Law University, Delhi

Prof. (Dr.) Ranbir Singh is the former and founder Vice-Chancellor of National Law University, Delhi established by the Delhi Government in 2008. In just a short span of 12 years he has steered NLU, Delhi which has been ranked as the 2nd best law school of India in the NIRF 2018 rankings. It's the acknowledgement of his administrative and leadership abilities that NLU, Delhi is now recognized not only in India but also at the international level.

With over two decades of experience in heading the law school he carries the aura of a visionary who as an outstanding statesmen and academician shown immense commitment and contribution towards changing the legal education landscape of the country. Prior to his stint in NLU, Delhi, he was the founder Vice-Chancellor of NALSAR, University of Law, established by the Andhra Pradesh Government and had been at its helm since its inception in 1998. Prof. Singh's acumen took NALSAR to great heights as a well-known premier institution for legal education and research in the country. He has been a Vice-Chancellor for over 20 years now.

Prof. Singh had a long association with Kurukshetra University, first as a student, a Ph.D. scholar and as faculty member in its Department of Law. In 1978, he moved to Maharshi Dayanand University at Rohtak as part of the founding Faculty and continued there till 1996 in various capacities as Professor, Head, Dean and Proctor. On invitation from the National Law School of India University, Bangalore, he served as Professor of Law at NLSIU during 1996-97.

Prof. Singh's contribution in redesigning legal education in the country has been significant being a member of the Legal Education Committee of the Bar Council of India. His legal writings span the areas of Jurisprudence, Human Rights, Legal Education, Legal Aid, Personal Laws and Justice Education and has more than 50 research publications to his credit. He has edited two publications one on ''Human Rights Education, Law and Society'' and the other on ''Cyber Space and the Law Issues and Challenges''. He has also authored along with Prof. A. Lakshminath two scholarly publications, one on 'Fiscal Federalism Constitutional Conspectus' and the other on 'Constitutional Law'. Under his guidance several scholars have been awarded Ph.D. Degrees and his rich teaching/research experience enabled him to visit and participate in several International Conferences and Seminars and present papers in several countries like Australia, Brazil, Bhutan, China, Taiwan, South Africa Cyprus, Canada, France, Hong Kong, Israel, Italy, Pakistan, Switzerland, Sri Lanka, Singapore, Thailand, Russia, Germany, South Korea, U.K. and United States of America. He has visited best of law schools in U.K. and USA and interacted with leading legal academics and functionaries of higher judiciary in these countries.

Prof. (Dr.) R. Venkata Rao

Former Vice-Chancellor, National Law School of India University, Bangalore

Prof. (Dr.) R. Venkata Rao, born on 15th March, 1954, is the Chairperson, Vivekananda School of Law and Legal Studies(VSLLS) and Vivekananda schools of English Studies(VSES), in Vivekananda Institute of Professional Studies(VIPS), New Delhi. Prior to this he has served as the Vice Chancellor of National Law School of India University, Bangalore. In NLSU Banagalore, he has joined as Vice Chancellor on 11th May, 2009. After the completion of his 1st term on 10th May 2014, his appointment as Vice Chancellor has been renewed for another five years from 11th May 2014. National Law School of India University, Bangalore is the premier center of Legal Education. After serving for ten years two months and twenty-one days as Vice Chancellor, Prof. (Dr.) R Venkata Rao has laid down the office of Vice Chancellor, National Law School of India University, Bengaluru on 1st August 2019. After having relocated to Delhi, Prof. Rao has assumed the office of Chairperson, Vivekananda School of Law and Legal Studies and Vivekananda School of English Studies (Vivekananda Institute of Professional Studies, New Delhi) on 16th September 2019.

Prof. Rao's academic qualifications are B.A.(Hons.) Litt., M.A. (Litt), M.L. and Ph.D and LL.D (Honoris Causa) 2017-Utkal University. He was awarded Prof. N.R. Madhava Menon Best Law Teacher Award for the year 2018. Prof. R. Venkata Rao has been awarded the Attorney General K. Parasaran Award in recognition of his Outstanding Scholarship in Legal Education by Capital Foundation Society, New Delhi on 1st September, 2019. To date, he has 42 years of teaching and research experience. He has the distinction of serving the Statutory Bodies of almost all the Law Schools in the Country. Besides, he is a member of Board of Governors of Indian Institute of Corporate Affairs, New Delhi. He also served as Member, Governing Council Indian Law Institute New Delhi and Member, Academic Committee, Indian Institute of Public Administration, New Delhi. He has served as Independent Director in prestigious Public Sector Undertakings like, Bharat Electronics Ltd (BEL), Bangalore, Hindustan Aeronautics Ltd (HAL), Bangalore, Goa Shipyard Ltd, Goa. He is also a member of different committees in Bar Council of India and is associated with prestigious bodies like UPSC, State Service Commissions, UGC and NAAC among others.

Dr. S. Rama Rao

Dr. Rao is the Director of the WIPO Coordination Office in New York. He has been WIPO's representative since 1998 at the UN Headquarters in New York. Dr. Rao worked with the Ministry of Foreign Affairs of India for nearly 25 years and became its Chief Legal Adviser. He was also the Legal Adviser at the Permanent Mission of India to the United Nations in New York from 1995-1998. Earlier, he was a full time professor at the Advanced Legal Studies Department of the University of Madras from 1977 to 1982 and lectured at several universities in USA since the 1990s. He was also a visiting faculty member at the Indian Academy for Diplomacy and International Law, Indian Foreign Service Institute, Executive Member of the Indian Society of International Law, Member of the Editorial Board of Indian Journal of International Law and the Indian Year Book of International Affairs, and an active member of the International Law Association in India Branch. He is enrolled as a member of the bar at the Delhi High Court, and has several publications.

Dr. Rao holds the following degrees: B.SC., LL.B., LL.M. (Andhra University, Waltair); M.Phil, Ph.D. (Jawaharlal Nehru University, Delhi).

Dr. P. V. S. Jagan Mohan Rao

(M.Com, LL.B, FCS, FCMA, Ph.D and MCJ (Master of Communication and Journalism) M. A. (Astrology) and M.A. (Sanskrit), Ph.D. (Capital Markets), President 2001. The Institute of Company secretaries of India, a National Public Autonomous body under an Act of Parliament, President-South Asian Federation of Accountants- (SAFA)-2019). Dr. P V S Jagan Mohan Rao is a member of the IFAC Professional Accountants in Business (PAIB) committee. He also serves as a central council member of the Institute of Cost Accountants of India and as Vice President of the South Asian Federation of Accountants.

Dr. Rao has previously served as National President of the Institute of Company Secretaries of India, a member of the National Advisory Committee on Accounting Standards, a member of Accounting Standards Board of SEBI and a member of Company Law Committee and Committee on Banking & Insurance of Federation of AP Chambers of Commerce and Industry. He has held the positions as Director (Finance), CFO, Vice President (Finance) & Company Secretary and worked with several organizations including Nagarjuna Construction Company Ltd, Karvy Consultant Ltd, and the Naandi Foundaton. Dr. Rao obtained his Ph D in Capital Markets from the School of Management Science JNTU Hyderabad.

Dr. B. N. Ramesh

IPS, Director General of Police, PR and M, Kolkata, West Bengal

Dr. B N Ramesh IPS 1988 Batch (West Bengal Cadre) is B. Tech., MBA (IIM), and Ph.D. (IIT). He joined Central Reserve Police Force (CRPF) in 2008. He has served as Superintendent of Police at Burdwan, 24 Paragnas NORTH, Medinapure, S.S.P Intelligence DIG, Jalpaiguri, Darjeeling, Dimapur, IG (Operations) at Andhra Pradesh, Chhattisgarh, Kashmir, IG (Spl. Training, Research & Development, New Delhi, CRPF, Director, internal Security Academy CRPF, Mount Abu.

He has several publications to his name including research papers on topics like Rajiv Aarogyasri (2009), System Dynamics in European Journal (2009), and Tribal Issues in National Seminar 2011. He has chaired International Conference On Public Policy And Governance At Indian Institute of Science Bangalore, Sept 2012 and presented paper on "Innovative Style of Leadership For Bringing University In Kashmir'. He has also authored of number of books like "Training Needs Analysis of Police Personnel in Naxal Prone Areas" (2012), "Internal Security Challenges of India Ways And Means To Fight", Bureau of Police Research and Development MHA; and "Antecedents Of Maoist Movement And State Response - A Study Of A.P." is being published.

Dr. Gandhi P.C. Kaza

Dr. Gandhi P. C. Kaza was born on 24th January 1948 in a family wedded to Gandhian values and tradition just before the martyrdom of Mahatma Gandhi and therefore was given the first name of Gandhi. Dr. Gandhi P.C. Kaza is Advisor to the Government of West Bengal and J&K, Former Advisor, IGP & Director, APFSL, Chairman, Truth Labs, Managing Director, Genome Foundation.

With a PhD in Physics, Dr. Gandhi spent his life time in scientific investigation and detection of crime joining the forensic science wing of Intelligence Bureau in 1970 and retired in 2007 only to continue his public service passion and commitment and started Truth Labs, the first independent non-profit forensic science laboratory in India; realizing the need and importance to support and supplement the efforts of the government forensic labs to cater to the needs of common man and several other government and non government organizations facing issues of cheating, fraud, misappropriation, white collar offences as well as theft, burglary, rape and murder and many other crimes.

During 38 years of service in government and over 11 years in Truth Labs, Dr. Gandhi has made remarkable strides in forensic science service taking to the doorstep of the people and also assisting police, courts, government and private agencies thus making significant impact in detection of Truth and upholding of Justice (Dharma) in India and several others abroad.

Mr. Ranganayakulu Jagarlamudi

Mr Ranganayakulu was the Executive Director, Securities and Exchange Board of India from August 08, 2008 - August 11, 2017, in-charge of Legal, Enforcement and Adjudication Departments. He is instrumental in bringing various legislative changes, regulations and defending high profile enforcement actions, before Securities Appellate Tribunal, High Courts and Supreme Court. He joined SEBI in 1997 as a Division Chief. Before that he worked for ten years as Law Officer with HUDCO, Government of India enterprise. He was proactively involved in financing various housing, social and urban infrastructure projects.

He presented several papers on issues relating to securities market in national and international forums. He was on the Governing Board of Indian Institute of Capital Markets and was a member of various advisory committees of SEBI, including committees which framed Takeover Code and Insider Trading Regulations. He was a member of Indian delegation to UNIDROIT Geneva Securities Convention and served as a member of justice Lodha committee appointed by the Supreme Court in the matter of PACL.
Mr Ranganayakulu is currently a member of Advisory Committee on service providers, Insolvency and Bankruptcy Board of India, Member Committees of National Stock Ex change of India and Central Securities Depository Limited, Investor Grievance Commit-tee of National Securities Depository Limited and independent director on ICICI Prudential Trust Limited and ICICI Prudential Pension Funds Management Company. He is enrolled with Bar Council of Maharashtra and Goa as an Advocate and has been engaged by law firms Cyril Amarchand Mangaldas and Economic Laws Practice, Mumbai as part-time retainer. He holds Bachelor degrees in Cor merce and Law, Masters in Political Science and Constitutional law. He also holds a Masters in International Law and Economics (from World Trade Institute, Switzerland).
